Established in 1986 under the auspices of the Federation of Hong Kong Industries (FHKI, a fully independent statutory industrial organization in Hong Kong), the Hong Kong Toys Council (HKTC) aims at promoting and fostering the interests of Hong Kong's toy industry in both the local and international areas. The Council is also a member of the International Council of Toy Industries and a founding member of the Asian Committee of Toy Industries, which are respectively a global and regional representative body of the industry. The HKTC also has close relationships with various local prominent organizations such as the Hong Kong Trade Development Council (HKTDC).

to supply technical information and other services required by the toy industry and trade.
to organize and sponsor activities designed to improve and develop Hong Kong's toy trade and manufacturing.
to devise and implement marking schemes attesting the safety, quality and other aspects of Hong Kong toys.
to represent Hong Kong toy makers and traders at the Asian Committee of Toy Industries and International Council of Toy Industries.
